The Hidden Struggles: Unmasking Youth Maltreatment in U.S. Juvenile Corrections

The juvenile justice system in the U.S. has long been a subject of scrutiny and concern, especially when it comes to the treatment of youth in state-funded juvenile corrections facilities. This article sheds light on the maltreatment of youth in these facilities, highlighting the urgent need for reform and a more compassionate approach.




  • Historical Overview: The maltreatment of youth in juvenile corrections facilities is not a new phenomenon. Reports such as "No Place for Kids" have previously highlighted systemic or recurring violence in juvenile detention centers across 22 states and the District of Columbia since 2000. By 2004, seven new states had joined this list, indicating a persistent and widespread issue. While the exact names of these seven states are not immediately available, the expansion of this list over a short period underscores the gravity of the situation.

  • Current Landscape: Recent evidence suggests high rates of sexual victimization, excessive use of disciplinary isolation, and a growing number of states where confined youth have been subject to widespread abuse. The news on violence in juvenile detention centers remains disheartening, with revelations of maltreatment emerging across the nation.

  • Disturbing Statistics: Nearly 10% of youth in state juvenile corrections facilities report being victimized sexually. In larger detention facilities housing 100 or more youth, sexual victimization rates can be up to three times higher than in smaller facilities. This means that in some of these larger facilities, as many as 30% of the detained youth may have experienced sexual victimization.

  • Calls for Reform: Advocacy groups and experts in the field emphasize the need to minimize the use of confinement for court-involved youth and to abandon the traditional youth prison model. They advocate for a more humane approach that prioritizes the well-being and rehabilitation of the youth over punitive measures.
